Some nice data out there.

I'm in Pmb. There is a weather station 5km fom my house as the crow flies from where I can download data.  It rained a lot more in more in Dec 22 than previous years, solar radiation has also been lower in Dec 21 and Dec 22 vs Dec 21.  I am able to supply excess power to grid which is obviously not possible during load shedding and load reduction, I suspect Dec 22 PV production should have been higher.

Rainfall is not a good driver of PV as three events made of 50%+ of the Dec 22 rainfall, if available one must rather use solar radiation. Judging from the news Tshwane also had exceptional rainfall events in December

While the rain was one thing, the intensification of load shedding is slowly wrecking my batteries... Since I'm in a complex I am not allowed panels as per the governing body for the property. So my batteries were made to work this season, I spent days without power and there was often so little time between outages that the batteries barely got a chance to charge (The biggest issue with any grid tied system that needs AC to charge). So while my KwH produced is at an all time high my batteries are at an all time low, they seem to be maxing out at about 25,7V now instead of the expected +-27V. I think it is a very appropriate time to send a request to you body corporate that you want to install pv panels because the generator noise is irritating. What would they rather have noise or a couple of "black" roof tiles?

Otherwise what do they say about a "shade port", nobody said you may not substitute IBR sheets with PV panels? 

If they say not above boundry wall height, can't you make a plan with a frame standing on the ground?

I would ask the BC what, who, why etc you can or cannot do and then take it from there. When is the next agm, have it as a point in the agenda and start mustering up the neighbours. It might be possible to have building guidelines amended and panels installed but with certain criteria.

Something to look out for are BC members which doesn't stay in the complex.

I am in Hillcrest which isnt too far from PMB and we have had way too much rain so the last 6 weeks havent  been great.

December was most-certainly an active month, but it was nothing to write home about.

This is clear when looking at the updated (Jan 3, 2023) solar cycles comparison chart, courtesy of solen.info (shown below). Solar Cycle 25 (SC25) is still on course to be another historically weak cycle, markedly lower than SC21, SC22 and SC23, and comparable to SC24–the weakest cycle in more than a century:
