Using a 3kW 24v Firestar inverter.  PWM built in controller.  New setup running now for about 4 days.

Using 4 x 350w  panels in 2 strings parallel connected, with max 70v output per string.

Inverter display reads up to 67v input, but reading at the inverter input not more than 38v.  Why is this?

What are the VOC etc on the panels?

That's probably related to the fact that you've got a PWM charge controller as opposed to an MPPT type.

Your panels in 2s2p configuration might have around a 70V peak output, but for charging the battery, the charger should operate at a Voltage just higher than the battery voltage. Just my uninformed 2c, you might want to do some more reading up on that topic.
