If this is anything like almost every other MPPT out there, the current reported is on the battery side and not on the PV side. Since an MPPT is a buck converter -- it swaps volts for amps a bit like a transformer does for AC -- it follows the current on the panel side will be the same or lower, likely lower.

Look at the Isc of the panels, multiply by number of strings, and pick the nearest fuse size. If it feels a bit too close (eg you're at 18A and you feel 10% is too little room for a 20A fuse), then go with the 25A fuse.
