PV Power not the same

I have 4 lines of PV panels, 590w each panel. 60 panels total, 15 in each row. Row 1,2 and 4 produce similar power all day, row 3, produced almost half, until 10am when it produces the same as the other lines.

There are no differences in panels, no shadows, angles are the same everything is the same.

Any suggestions as to why line 3 does not produce like the rest until 10am?
