Grid tied Solar with Tenant Sub Metres

Hi there,

I have a large property with a couple of flatlets on it. The main property has the municipality prepaid meter (which the estate agent put in against my wishes) and each flatlet has their own sub prepaid meter which feeds off the main meter. This all works nicely.

I would like to add solar to the property, but fear that tenants would not respect the solar system if electricity was just freely given.

Example, leaving heaters running constantly in winter.

I would like to keep the submeters in, so tenants have in mind that they are responsible for their electricity usage. This will then allow them keep paying what they normally use, it'll help pay off the solar, and those on the property won't fear loadshedding again. I can even arrange for cheaper rates for token purchases.

Is there a set up that can do this? Or do I need to settle on an inferior solution like only connecting lights and a single outlet on solar and the rest remain on the grid?
