Is it safe to buy super cheap no-brand charging regulators?

I was looking on ebay (de) for cheap charge controllers and I kept seeing this same 100A MPPT controller for less than 25 euros:

Everything I have been reading suggests that this type of item should be at least triple that price. Is it simply that this might be a slightly lower quality, and solar tech is constantly being improved or is this some kind of scam? I am not worried about the safety of expensive panels and batteries as the ones I get will be just as cheap and shoddy, but I am worried about fires, electrocution and simply paying for things that are not what they claim to be.

This is definitely not an MPPT charge controller. It has the same design and same housing as every other PWM controller on the market. You cannot fit MPPT technology into such a small enclosure and still charge such low price.  
You can buy this controller if you want to, but don’t expect much out of it.
