This is because there is no requirement here that you must remain a nett consumer, so all solar systems must be declared to the tax man. A nett credit is deemed to be income and the tax man will want his share. Ok. If you do proper analysis, get a properly sized system and move as many loads as possible to daylight hours, any profit will be small, and since the tax man won't take all of it, and since you got a considerable subsidy and a reduction on your bill, you should still be well in the black. But resentment to the tax man is universal, and in the case of complexes, a common mode of living here, all it takes is one resident to say no and any proposal for solar is rejected.
