What should the voltage range be from eskom grid

I normaly get around 228/230 but I checked on invertor today its 217/218 

should we be worried or is this within limits

Not at all. The Sans regulation stipulates that no installation should have a drop of more than 5% from mean. Down to about 210V is spot on. ISP can drop it to protect the system as all resistive loads will use less amps. 

Many rural lines only provide 200V and lower and that  can damage motors in aircons and fridges.
