Must inverter never stops charging

I went ahead and bought a Must brand inverter from GW.

They gave me a bunch of settings to adjust: 

2: AC input range = UPS

14: battery type = USE

17: bulk charging voltage = 14

18: floating charging voltage = 13.5

19: cut off = 11.2

 

Its on a hubble s100 lithium pack.

 

The chg LED never stops blinking, and the fans keep turning on with about a minute gap in between.

 

The screen does show bypass is on.

 

Is this normal?
