They don't just have the technical side sorted, but also the legislative. As I understand it, this scheme allows generators to supply specific customers at an agreed price. So this might end up as one grid for the 1% and another for the 99. But, also as I understand it, this should still result in reducing the load placed by the COCT on Eskom, so may result in less load shedding. Devils advocate here though, the benefitting here might be a political move.
