Solar panel goes via its own charge controller which regulates solar output at 13.8 and Energiser charger also regulates at 13.8V. Both are connected permanently

Morning, I have some boulard lamps in my garden. Want to connect them together using 16amp cabtyre in a condude feeding from a sub-db outside the pool building.which has a earth-leakage already installed and will go via a trip switch (LED globes will be used) 10 x 12Watt LED globes and will be using ferrules on the ends of cabtyre to go into connector blocks . ANY LEGAL ISSUES HERE ??

I have a Nemtec 4 energiser Wanted to extend its capability durimg loed shedding. Got small solar panel with charge controller and its own 7Ah battery... paraleled this battery with the one in energiserr. Now the battery in energiser gets overcharged and swells out and solar panel one not... although they are connected in paralel (technically 1x 14Ah batt). Why would this be ???
