Battery indicating signs of replacement needed?

Dear all,

My Lead Acid Batteries (48V battery bank) have been running OK  for  almost 3 years. However over the past 3 months I have noticed that They no longer reaches their tail current during the charging process, no longer how long I let them continue to charge. In Addition I also notices the voltage drop during discharge is faster then usual. LAst but not leats in the past They use to reach a max of 58.4 during the charging process and now they do not reach more then 57.8V.

I have measure the gravity of each cell to be sure that they are OK and they all measure approx 1.260.

Is this a sign that they batteries are starting to show signs that they need replacement? if not what else can be causing this
