I doubt Mr Hill-Lewis is going to knock on your door and hand you cash. I remember years ago hearing a debate on business radio with the CEO of one of the biggest medical aids in the country and then then minister of health differing over the meaning of the word "cash". (Minister: "that's not cash! That's a promissary note from an insurance company that you own 100% of.") All of that said, I don't want to be too negative. COCT are a lot further down this road than any other municipality. They even found away around the NERSA resell tariff by paying that tariff AND a 25c "incentive". Also they are looking at lowering the price of the bidirectional meter. So well done them.
