Please give me your option i just want to know if you accept a Quote for Solar and the Company say they give you a COC after work is done in the mean time you cant Insure your system because they require a COC so that means the Contractor or Company will still be Reliable for the system if you get damages or Stolen am i correct?

After agreeing of the Quote they take deposit and once work is done and COC is handed over you settle the Balance but in the mean time you as the contractor decide not to finish your work and went on holyday and still no COC is handed over and system got stolen whom is responsible for the damage or the Stolen System you as Client or You as Contractor and can you refuse to pay the Balance because some of the work is not done and you as Client did not get a COC?

I would say speak to your insurance company if theft is your concern.  Tell them you want to add it as "contents" while its on your property but not connected.  As long as you keep your insurance company informed you'll be covered. 

It would be unreasonable to keep the installer responsible for theft from your property.  You will be responsible for its safeguarding.

Once the system is commissioned keep it off until you have your coc. Again keep your insurer informed.
