A device can go to sleep, but the network interface stays awake and monitors network activity. Most of it it just ignores, but if a special kind of packet (that tells it to wake up) is specifically addressed to that device, it will wake up the rest of the computer. The computer goes into low-power mode in other words, and comes up quickly when you tell it to. Whether your average tablet even supports this, and whether your average wifi interface does... that's a different question.
