This is a very interesting and life threatening situation. I was called out to a client last night who, then the lights flickered, smelled burning in parts of the house. When we got there the DB had no burned smell like one has with a failed breaker and we measured over 400V phase to Neutral, but only around 230V Phase to earth. The supply is 3-phase. This is confusing as one can assume Neutral is fine (because your tester shows a reading) but the elevated voltage is the clue indicating a supply Neutral failure. Square root of 3 X 23V give you around 400V. The smell was coming from extension cords and appliances in various parts of the house that are not designed to operate at those voltages.
