Spinning Solar Cells ... ?

I tend to agree. So they wrapped PV cells around a cone and they spin the cone? Would that make more, less, or the same power as if you unwrapped the cone and laid it flat at the right angle and direction? Common sense tells me you will make the same or more if you unwrap it like that, which means the spinning is really a waste of time.

Apparently there is some gains to be made from cooler cells, but conversely, they are in a glass shaped cone... so they will heat up.

20 times? No ways.

I guess some gain could be had is that turret is perpendicular to the sun and it does cool down through some form of natural convection?
