Quick one: are electricans by default certified to install solar? Who are the governing bodies in sa that lay out the rules for this?

Items such as system or component grounding. The technicalities.

Are these found in south african electrical code that electricans are required to adhere to?

Electricians are the only ones that can issue a C.O.C for an installation, The rules for solar are only being written now or other countries rules are being adopted NRS 097-2-1 plus electrical machinery regulations etc
