My understanding.  COC is not for a component as alluded to i. e. its not for the inverter or for the panel or for the battery.  It is for changes made to your electrical installation.  I take it your inverter was integrated to your DB thats why you were issued an addendum COC. 

 

So no you do not need a COC for a panel.

You need a COC for the addition of a panel to your house.
