One phase lost in three-phase grid system

In our area (Ruimsig, South Africa), we "lost" one phase in the grid due to cable theft followed by repairs. Electricians say they cannot synchronize because they do not know where the synchronization point is.

What does this mean on a physical level? Can somebody explain this in a simple way, or are there multiple reasons, and it is impossible to say what happened here?

The electrician does not know what is talking about. If the cable has been repaired, they should be able to switch the power on. The synchronization of the grid it's done at the power stations.

Like @Antonio de Sa said it is really not that complicated if a cable is stolen or broken the Sf6 or vacuum breaker in the substation is switched off the cable is repaired or in this case replaced tested and the Sf6 or vacuum breaker is switched on and you have power.

@TaliaB, 100% right, I've done many ring main units, both Vacuum and SF6, pressure tested the cable, checked the settings on the protection relay, and switched on.

Vacuum and Sf6 is n breeze. Still getting cold sweats when just thinking of closing oil filled breakers. We did not even have switching gear. Leather apron and welding helmet with welding gloves. Good old days🤣

Today is done with remote switching, those were the days, very dangerous indeed.
