There are formulas to calculate the force that wind will produce on the pannels. Once you know the force in kg produced by the wind, just add the necessary ballast.
As an example:
Calculation of the force for one typical 550w panel (2,23x1,13m @ 45degree tilt)
Calculation of the effective surface that pannel opposes to wind:
Surface= panel area x sen α = 2,23 x 1,13 x 0,707 = 1,78 m2
The force that the wind exerts on the obstacle surface of the solar panels is given in the form of pressure. At about 130km/h, the pressure exerted by the wind on a surface perpendicular to its direction is about 79Kg/m2.
Now, part of this force that is exerted on the solar panels is lost when it slides across the surface of the modules since they are not completely perpendicular to the wind. For this reason, the total force exerted on the panels can be decomposed into two components with different directions;
F1: its direction is parallel to the surface of the panel and does not exert force on it when the wind slides and
F2: its direction is perpendicular to the surface of the panel and is what actually exerts the load on the support elements. The value of F2 is given by the tilt angle of the structure:

F2= F x sin α = 79 kg/m2 x sin45 = 55.85 kg/m2 (for 130km/h wind)
Therefore, the force exerted by the wind on each panel is given by the formula:
F = P x S = 55.85 Kg/m2 x 1.78 m2 = 99.42 Kg
Conclusion: The force exerted by a backside wind of 130 km/h on a solar panel measuring 2.23 x 1.13 m installed at 45 degrees is 99.42 kg.
Typical concrete density is 2400kg/m3. You just need to add enough ballast according to the number of installed pannels and their tilt angle.
Worst case is the first row as the wind will be slightly deflected on 2nd 3rd and 4th.
 
Keep in mind roof maximal load too!!

Are there any light spots on your basement? Windows? The darker the place the better for water. Light will create more trouble than temperature regarding microorganisms growth.

53v only hit during battery discharge and not during charge. That's curious.
I am curious about how the battery can raise voltage if nothing is charging it.
Grid is disconnected and PV is just barely unable to supply the loads so, some energy is taken from the battery and blended.

Yes, it is clear.
I am not talking about "almost full" batteries, I am talking about "100%SOC" batteries that went into idle state at 52,6v, so the BMS never requested further charging up to 53,5v from the inverter and I will never be able to measure 53.5v on the terminals. You stated on post "Problem with Pylontech is that even when the data communication from BMS to the inverter is working, the BMS tells the inverter to charge till 53,5V. (=3,57V per cell)" 
Maybe it is something related to certain firmwares like the ones that you tested from US.
Let's agree on the point that BMS in not perfect but, when batteries produced on the same batch (even with consecutive serial numbers) and connected to the same inverter are failing randomly, in my opinion, there is something else than a bad BMS design otherwise, all of them would be failing sooner or later.

For replacement parts for Pylontech, I have been in contact with Servtec in the UK. They were able to deliver new parts for my batteries.

I don't agree 100% with your statement about modulating charging current and voltage.
I can see the behaviour of my bank connected to an Axpert with Batteryview and I can see how charging current is varying across each battery module. I never see voltages of 53v either. You can see on the attached pictures that inverter is supplying 23amp at 51volt and some batteries are taking just 2amp while others are taking 7-8 amp. Last picture shows full charge status just reached.
If the batteris are communicating with each other and with the inverter, the BMS' can effectively manage charging.
In my opinion, it seems that some pylontechs have a premature failing rate that could be related to manufacturing defects and not to the way they are used. I had a faulty unit after 2 year use and it was replaced under warranty. It was connected and used exactly the same way as the other 5 units so, why did the others show no issues?

First of all @TaliaBis doing much better and is now in the general ward awaiting pathology tests that has been sent to Paris 'Laboratoire Cerba" operates on the French and international markets of specialized clinical pathology. The reason the physician had made the decision to seek specialized intervention is they can't find any traces of DVT( deep vein thrombosis) where the blood clots could have originated from and no injury or surgery that could have been the causes of the clots in the lungs.  According to @TaliaB brother they are not comfortable to discharge him until the results is known from the pathologist in France. He is taken off all oxygen and breathing freely and comfortable. He is still on blood thinning iv as a precaution measure. By the sounds of it he is now desperate to get back home to Cpt who can blame him.
Hopefully this will be my last update as i am sure he will be back on the forum soon then he can share more detailed information about the cause of the sudden blood clots.

I had word from @TaliaBexhausted wife after a very long day at hospital as the surgery lasted 10 hours. The physician said that the procedure was a success and both clots was removed. He will be in ICU for the next couple of days. He was removed from the ventilator and back on high flow oxygen treatment that is a good sign. Futher as precaution he is receiving anti coagulant medication and antibiotics through iv placed in the main artery in the neck. His brothers and wife has also joined the family today so from here forward i am sure all will be on the up and up. Thanks to all on the forum for rallying your support around him it is much appreciated by the family.

Spoke to his wife this morning, he is moved from high care to Icu and placed on a ventilator as the high flow oxygen treatment is no longer viable. They will surgically ( Pulmonary thromboendarterectomy (PTE) ) remove the 2 clots in his right lung that has not been dissolved by the IV medication. He is scheduled for 12 today in Mauritiun time 2 hours ahead of SA. The specialist is positive for a favorable outcome. I will report any further news.

Update regarding @TaliaBprogress in hospital. I spoke to his wife this morning and was given permission to post what happened his symptoms and his progress. He suffered a pulmonary embolism and had difficultity breathing. He was placed under sedation for the past 2 days and is currently receiving high flow oxygen therapy and was placed on an Streptokinase drip to dissolve the blood clots in his lungs. He is still in high care unit and not out of the woods just yet but doctors are positive of a full recovery after blood clots are dissolved and clears.

Over panelling is quite common but maximum input voltage must never be exceeded. Many inverters can clip input current when it reaches maximum level but overvoltage will damage the mppt for sure. This is a red line that must not be crossed.
I cannot be sure if your inverter can limit input current so, unless someone else has tested it and verified it, I would be cautious.

I recently bought a DC booster that is able to raise voltage from 12vdc up to 90vdc and 40amp.

With a simple voltmeter and a little screwdriver you can set input voltage, output voltage and maximum current.
You can use a standard 12v battery or your car alternator to recharge the pylons. 
Maybe an option for you?

Just an update on my initial post. Segen reassessed and ended up getting the go ahead to replace my old Pylontech US3000s with 2x new US3000Cs. Now just waiting for Sunsynk inverter installer to come back. Li BMS setting not picking-up SOC, extra.

Since I have no EV myself, I tested the wallbox with my home-made EV emulator:
Now I am waiting for some real EV to come and try it. Anyway, to me it looks like the thermal design of OpenEVSE is not the best one. The enclosure is small and water-tight sealed, location of thermal sensor in the LCD bring some issues too. I cannot speak for the relay, but to me it's strange that relay's armature is hotter than the actual contacts.
BTW, I have two such wallboxes and they behave identically. There's a new version of OpenEVSE already available, with large display (touchscreen?) where the temperature sensor is not on the LCD board, but has it's own separate board connected via I2C cable. Therefore, one can place the sensor near to the relay, far from the power supply.
 
 

Using a 50A 1000V full wave bridge rectifier for AC-DC conversion, I connected two 45uF 440V capacitors in paralell on the DC side, including a light bulb and switch for discharge, then straight to one of the MPPT's of a SunnyBoy Tripower 12kW grid tie inverter.
We opened the valves, and then.... EUREKA!
It worked like a charm, producing way above what we expected it could. The peak power measured was 580W with the voltage staying around 250VDC (see attached image). The next step is to take our old Lister generator apart and fit the alternator to the old pump, and then, hopefully, produce anything between 8 - 10 kWp.
I will keep you posted on the results!
