Gabriël
some time ago eskom handed out rebates on solar geysers, why don't we get rebates on rain water harvesting tanks or grey water systems - i suppose this path of reasoning could eventually include lift-clubs etc, but aren't we at liberty to throw around some ideas? ___
There is an important part to rebates: When done "wrong", you pay the rich man to leave the funding pool, and he stops contributing towards your efforts of helping the poor man. So municipalities are unlikely to do such a thing unless there is something in law...

It's quite a noble idea, but I doubt if it will ever happen. What's in-it for the municipalities?

McGuywer
Tshwane has a sliding scale on water usage. The more you use, the more you pay. So I suppose that counts as an incentive/rebate.
