Really?
His Masters voice and his master wants the solution on the cheap, else it may impact on his profits.
Why don't they incentivize it and make the whole installation tax deductible, seeing that Eskom is financed by the tax payers in the first place.

"As part of their corporate social investment (CSI) initiatives, he also asked companies to club together and put solar on traffic lights to alleviate traffic congestion. He said South African businesses and middle-income earners should do their part and invest in alternative energy solutions."

So all his intelligence undermining solutions are based on handouts from the tax payers, i.e. those that already pay. Not a single mention of those that are given everything for free. 
Put solar on traffic lights and tomorrow the solar and the traffic lights are gone,

Here is another suggestion for these bright sparks.
Drop all and every tax on all solar products and imports, including VAT. 
The sudden uptake on solar may just surprise them.
