Start by disconnecting all loads: open all the circuit breakers. So you have some kind of leakage from neutral to earth. Possibly those pesky surge arrestors/EMI filters we're always talking about.

At last, neutral remains common in a three phase setup. 2 Units keeps on complaining. Sparky just found a suspect light fitting in the house, fixed it , problem gone. Leakage current was so small that the earth leakage doesn't even trip, but the inverters sees it and fails the relay test.
