Any idea how long should one wait? 

I get this when wanting to reply on a topic.

Work or home network?
 

I suspect an issue with your network - if you are on WiFi trying turn off WiFi and try with your mobile data.

Otherwise see if you can try from a different network, no issues on my side and seems most others are not experiencing the same either.

It cleared up after 5min. Never seen such a msg but while I had the problem other web pages were working fine.

It is possibly because this website is protected by something like cloudflare. It is just making sure you are a normal user and not trying something like a DDOS attack, etc.
