So that means that your 137 V panels (no load) would sag to about 114 V under load. That would pull them below the low end of the MPPT voltage range.

So unfortunately, three panels (even giant ones like this) aren't quite enough for your inverter's solar charger to work with. One more panel should fix the problem.

100% you need another panels. We always recommend a minimum of 4 panels in series on all axpert models. The only one that is slightly better is the Axpert max 1, 7.2kva , for some reason they have a mppt controller that starts up at 90volts. up to 450volts. I love these units but most people dont go for them they want the 5kw units.
