"The South African PV GreenCard is a safety certification, a quality assurance standard, and training programme for solar PV installers. Quality and safety are assured via the specialized education and training provided to solar PV installers prior to them being certified and registered on the PV GreenCard database. This certification means that these installers are proficient and compliant with all of the relevant national and municipal electrical regulations.

On completion of an installation, a certified PV GreenCard installer will issue the client with both a digital and physical document that details all of the specifications of the solar PV system as well as a checklist that all of the required installation steps have been completed to the required standard. This document can in turn be used as proof of compliance for insurance, finance, and regulatory purposes".

IMO the greencard is worthless. I myself have been burnt by a so-called greencard holder.

The COC has to be signed off by a certified person. A greencard does not enable a person to do that

And for feedin purposes the signoff is by a suitably qualified engineer as per the municipal policy. Again a greencard doesnt enable a person to do that.

  • Not much of an incentive. Saving income tax portion of 25% on panel purchase price only. The government is even more broke(-n) than I thought.

I was scammed by a PV-greencard holder. He listed on PV-greencard website. Sent PV-greencard a complaint email, nothing happened. Scammer was still listed for a year until he failed pay R2,400 annual fees.

The flexible solar panels credit is non-refundable. Also, in order to get a tax refund, you'll need to have tax credit that exceeds your solar tax liability.

Does this mean "if you don't pay tax, then you won't be able to claim."?

... well yes. It's a reduction in your income tax liability. If you don't have an income tax liability, then there is nothing to reduce?

Is there not an angle we're missing here? What if you already have a system but decide to get more panels?

This could be a good deal (if you can handle the cash flow). You'll be over-paneled, sure, but also better able to withstand bad weather.

On the downside, you have more panels to keep clean.

I have been quite lucky in Cpt so far, I have not needed to do any major cleaning yet. (Had to clean bird crap once - looked like an ostrich learnt to fly and drop his business right on the panels)

We get enough occasional rain to keep my panels nice and clean. Lucky mine are all at a pretty steep 38 degrees angle so every time it rains they clean up quite well.

Somehow, I am skeptical about this. Could be a mechanism to have all solar system owners registered for a future Solar Tax. Note well, revenue will be lost for Eskom and municipalities if they motivate people to purchase solar systems. What would be the alternative for the lost revenue, solar tax.

I have been wondering about the future solar-sin  tax. Being a COCT client, this incentive is tempting. I dont like giving tax where I don't need to give tax. COCT forces me to register for SSEG or pay 8K in fines when they eventually find out.  It seems to make sense to get the Sars rebate if you are a CoCT client. It also makes sense to go with SSEG and ignore SARS rebate, because the rebate is a sure case of future tax.
