Panel Voltage difference?

How long are your cables.

Did you take the voltage over the panels when they were not connected to the MPPT?

How did you measure the voltage? Careful with DC. It is strong like bull.

In order to help one needs to know make and model of panels and how many in series to get to 119V.

As has been pointed out when measuring at the panels they are Voc. When at the MPPT they must also not be connected to ensure you comparing apples with apples. 

The as a 2nd reading give the V reading when connected to the MPPT and also what current is drawn from the panels to charge battery when connected.

Yes. That sounds like the Solar Charge Controller isn't MPPT at all, but rather PWM. These connect the panels directly across the battery, only pulsing the power when the battery becomes full. If so, the panels should be reconfigured so that there isn't such a huge difference in voltage. That difference is costing a lot of potential solar power.
