This is a brand new installation, not even batteries are connected yet.  There is also nothing connected to to AC out 1, so I am confused as to where the power is going?

Right. So you guys have it mostly figured out. Yes, the current values aren't very accurate that low down. But also, the 11W is when it is running from the battery and the grid is disconnected. The Multi has a small SMPS that is meant only to power the essentials so that if the Multi shuts down on an empty battery, it can wake up when AC power returns, so it is not particularly large nor especially tuned-for-low-power  🙂
