How to make sure your electrician isnt lying to you regarding COC
Maybe post some pics of the install, I have recently upgraded the inverter and a few things changed since the old inverter install, the electrician added indicator lights, another isolator and surge protector, could be SANs updates or just industry requirements but he explained why and I understood the reasoning

Adding solar panels.
Doubt it will overshoot more than 40 volt, which is 10% per panel
-
Adding solar panels.
ok, if 550v limit per string, then you can add extra 3 panels per string MPPT Operating Voltage Range (V)125~550 MPPT 1 - 46.4 V x 11 = 510.4 v MPPT 2 - 46.4 V x 11 = 510.4 v
-
Adding solar panels.
MPPT Operating Voltage Range (V)125~550 MPPT 1 - 46.4 V x 8 = 371.2 v MPPT 2 - 46.4 V x 8 = 371.2 v MPPT 1 + MPPT 2 = 742.4 v Looks like you already oversubscribed, unless the limit of 550v is per MPPT

Advice for a stranded solar customer
Hi Glen , the registration process takes long (months) and "easy" if you have everything, I do not know anyone but if I was in your shoes, I could check the sapvia website for an approved installer and ask them to come to do an assessment of installation and assist with registration

Advice for a stranded solar customer
You have a grid-tied inverter that is on the City Of Cape Town approved grid-tied inverter list which means you automatically have to apply for grid-tied application which will require engineer sign-off as well You can do your own registration, it is free but you will need engineer sign-off, technical drawings and COC, everything is on the City of Cape Town's website

What should 455watt Canadian solar panels produce at peak with max sunlight?
AFAIK there must be load otherwise MPPT will throttle down, it will not pull max output if no load for it, at least that is how standalone MPPT works

City of Cape Town - Inverter list (Grid vs Off-Grid)
I see off-grid means , not using existing infrastructure, so it means the Victron Quattro is illegal in the City of Cape Town, if you use Eskom to Charge batteries https://resource.capetown.gov.za/documentcentre/Documents/Graphics and educational material/CCT-Energy-PV-Brochure.pdf

City of Cape Town - Inverter list (Grid vs Off-Grid)
As far I understand, Grid Tied If you want to be Grid-Tied in the City of Cape town, you must have an approved grid -tied inverter from the City of Cape town example Victron Multiplus II Off-Grid If you want to use an off-grid inverter example Victron Quattro which is not on the approved inverter list, you can use it in City of Cape town because it will not be grid-tied
