No. The two relays are not related. Usually, if the inverter automatically connects AC-out neutral to earth, you should find with nothing connected to the inverter that AC-out neutral connects to earth, but AC-in neutral does not. 

All Axpert inverters since about 2015 have this feature, but your diagram does not look like an Axpert inverter. 

I would not use an RCD at the input of the inverter, due to the high likelihood of nuisance tripping. If you must have one for whatever reason, use one with a higher trip current than the usual 30mA. Definitely use an RCD on the output, as your diagram shows.
