Could it be that your panels aren't producing enough power for the element?

Your specs of 97.5V x 4.8A = 468W and that would be more than they can produce as they will operate below Voc. That gives you less than 936W with 2 panels and the spec says the element is 1-4kW. In less than ideal conditions the panels will produce even less power.

 

Label shows 380W panels, I would thank that's barely enough to get things going

But one must not mirror ones own power requirements. I will be able to heat my geyser on a good sunshine dag with 300x2x5hrs=3kWh. 380W panels should easily provide 300W per panel. 

Funny I was just asked by my boss with 2 grown up children in the house how do I get along using only 10kWh a day. Mostly from PV. That changes up to 17kWh a day if grand kids come to visit or a lot of baking/cooking takes place.
