I will disconnect the battery that is NOT drawing the current and charge the other one on its own until the current drops with a suitable charger. Then re-connect them in parallel and see how it goes. 
Your connections seem to be spot on.

Do you have the bluetooth app for bms monitoring then you can see the battery cells diffrence(delta). Good to check occasionally the health of both batteries.

If there is load connected there will be current draw from the batteries if not charging. If the shunt is in series with the neg legs of the 2 batteries then you are measuring draw from both batteries to the load. If you want to measure current draw between the batteries you need to disconnect the load and wire the shunt between the neg legs of the 2 batteries. 
 
It looks like the above explanation is connected to measure load from both batteries. See below picture from Victron. The yellow dot is where the shunt must be. We use the left or right diagrams for batt parallel connection.
